Butter your crockpot and turn it on low.
Add in the milk, cream, and seasonings, and mix well.
Add on the pasta, cream cheese, and butter and stir.
Top with the shredded cheese.
Place the lid on and set your timmer for one hour.
Then, remove the lid and stir. Check pasta for doneness; depending on your crockpot it may take 1-2 more hours. continue cooking and check a piece of pasta for doneness and stir every 30 minutes.
You should really serve it immediately, but you can turn your crockpot to warm but only for about 30 minutes because the pasta will overcook and get mushy.
I find in my crockpot it takes 2 hours.
